Policy, Strategic and Quality (PSQ) unit

Chief Inspector Willie Cravens is in charge of the Unit, which incorporates the Quality Systems Manager, the Continuous Improvement and Best Value Officer and the Research and Development Officer.

The unit has a key role in the promotion and facilitation of continuous improvement across all aspects and areas of Central Scotland Police.

This is achieved by:

  • Leading on the business and strategic planning process, to ensure that resources are utilised with maximum efficiency and effectiveness.
  • Supporting and facilitating the development of the organisation to improve front line, policing service performance.
  • Developing performance-reporting techniques utilising community consultation, quality of service survey and analysis techniques.
  • Co-ordinating a review programme to enable policy development and ensure that existing force policies and procedures are relevant, up to date, and easily accessible.

Specifically the Unit has responsibility for:

  • Environmental scanning and strategic research
  • Management and creation of the force 3-year strategic plan, annual business plan and the Corporate Management Division Business Plan
  • Co-ordination and management of the force planning day
  • Facilitation of the strategic review process together with area command and departmental review and planning, using recognised organisational improvement models such as the European Foundation for Quality Management (EFQM) and the Balanced Scorecard
  • Management of Force policies and procedures to ensure relevance and currency
  • The force improvement suggestion scheme
  • Facilitating the development of improved management practices
  • Developing and supporting performance management strategies for the force
  • Management of the performance review system including devising, producing and marketing statistical measures of performance
  • Design and management of research programmes relative to Force performance – internal and external consultation exercises.
  • Management of a “Best Value” service review programme.
  • Liaison with Her Majesty’s Inspector of Constabulary and internal management of the Inspection process.
  • Developing quality standards such as ISO 9000 and Charter Mark
  • Liaison with external regulatory bodies such as Audit Scotland
