Joint Police Board

Central Scotland Joint Police Board has 11 members who are elected councillors and represent Clackmannanshire Council, Falkirk Council and Stirling Council.

Delivery of the police service in Scotland is shared between Scottish Ministers, Chief Constables and Local Police Authorities/Joint Police Boards.

Scottish Ministers have overall responsibility for policing policy and set the legal and financial framework within which the police service operates. Chief Constables are non-political and are responsible for operational policing within their areas.

Responsibility for Central Scotland Polices' budget and the management of its resources falls to Central Scotland Joint Police Board. The Board works in partnership with Central Scotland Police to ensure that the Chief Constable is able to police the Force area effectively and efficiently.

Central Scotland Joint Police Board is the Police Authority for the area covered by the Force û taking in the local authority areas of Falkirk, Stirling and Clackmannanshire. The Board is made up of 11 locally elected councillors representing the three councils. To ensure independence, neither the Chief Constable nor the First Minister has a say in deciding who is elected to the Board and the Convener and Vice Convener are chosen by Board members.

The Board's main remit is to ensure that the Chief Constable has sufficient resources to allow him to deliver an efficient and effective police force. This involves overseeing the revenue budget and allocating money for resources such as police property, vehicles, clothing and equipment, as well as salaries for police and force support officers.

As well as dealing with resource issues, the Board has other responsibilities. These include:

  • appointing the Chief Constable and Assistant Chief Constables
  • reviewing the manner in which complaints against officers are dealt with
  • implementing the Independent Custody Visiting Scheme
  • managing the requirements of the Police Pensions Regulations
  • monitoring performance of the Force
  • considering employee grievance and dismissal appeals including medical appeals
  • recognising acts of bravery performed by police officers and members of the public

Meetings are held on a quarterly basis and members also sit on a number of sub-committes including Complaints, Best Value and Audit and Physical Resources.

Full meetings of the Board are open to the public and media.
